Abstract

This project examines the extent to which organisational restructuring in the public sector has gender implications. Specifically, the research focuses on the restructuring of managerial roles and identities in three public services, the police, social services and secondary education. Significant changes have taken place in the management structure and processes of public sector organisations throughout the decade, with workforces being redefined and reconstituted. Relatively little research has examined the gendered implications of such change and the way in which processes of redefinition are negotiated, accepted or resisted by male and female professionals. The conceptual framework for the current research is informed by three separate literatures, the feminization thesis, developments in HRM, and marketisation and managerialism. The research methodology will comprise of a questionnaire and case-study analysis. A questionnaire will be distributed to approximately 2000 male and female middle and senior managers/professionals from the three public service organisations. In addition, a case-study analysis of six organisations, two from each of the three public service sectors, will be conducted. The research therefore adopts an inclusive and gendered perspective of restructuring and emphasises the importance of this perspective for the understanding of new public management and the restructuring of public services.
