Abstract

The aim of this paper is to understand the way two higher education systems that have arguably different modes of governance – the British and the Portuguese – deal with performance measurement, reporting and management. This analysis will help to comprehend the influence that governance structures may have on these tasks, especially on the use of performance information for improvement purposes. The framework used will integrate, on the one hand, literature on performance measurement and management systems, and, on the other, literature on governance and management structures. Performance measurement and management will be presented through a systems view, and performance measures will be defined within the input-process-output model. Governance and management structures will be analysed through a new conceptual framework which establishes: first, the relationship between universities, the state and the market; and secondly, the relationship between the estates that constitute each university’s governing bodies – academic, student, administrative and external members.
